According to Kiplinger's there is over $32 billion in unclaimed funds sitting in state treasuries and other agencies.
Most of these funds are lost when someone moves and forgets to change their address with a relevant institution. Unclaimed funds can come from a forgotten tax refund, small bank account, former employer plan, or past insurance policy.
I recently found over $300 that had been waiting for me for over fifteen years. It was a refund from an insurance policy I had canceled when I moved from Florida to Colorado.
